Scotts Hill Water System Regulations Water Service From Existing Mains Applicant must pay in advance, $375 for water tap (Non Refundable), must also pay meter fee of $25.00 if owner of property: additional $25.00 if applicant rents property of does not own the land. The Town installs service lines from the main, meter box, meter, valves, connections, etc. Meter and service line remain property of the Town and maintained by the Town. User is not to tamper with meter except in emergencies when flow may be cut off at the valve. Needed meter or service line repairs should be reported to the Water System Operator or to City Hall at once. As long as meter is in place, at least the minimum monthly charge is made, any user who applies to the City Hall in advance, and does not plan to user water for more than a month, may have the meter removed and then reinstalled, as directed to the Town, without any charge to the user provided this removal and re-installations occurs not more than once in a 12-month period. Water bills should be paid promptly at a Scotts Hill bank or at City Hall. Any complaints, maintenance needs or questions will be carefully considered if reported to the water operator or to City Hall. Water service may be discontinued to any property owner who may be or may become delinquent in the payment of taxes, in the discretion of the board concerning each such case. Water Service Out of Town From Existing Main Applicant must consult owners of the line from Town Limits and make it satisfactory to them to hook on the existing main, as long as the water line runs in front of their house. The Town installs meter box, meter and service line, and maintains them. Payment of installation is the same. Water Service Out of Town (If No Existing Main or Line) Applicant must construct the finance line nearest main in the Town, all according to state health regulations, and to be done by a licensed contractor approved by the Town. **Private Lines
Said new line must extend to within 25" of meter location, to be approved by
the town. The town contracts final service line, not over 25' in length, sets
meter box, etc. Applicable above fees will be included. **Subdivisions
Said new line must be installed in such a manner as to serve adequately for
both domestic use and fire protection, all lots shown on the subdivision
plat. The installation shall conform to accepted standards of good practice
for municipal water systems. No water line shall be less than six (6) inches
in diameter. Also, see Requirements of subdivision developers (Section 14-
201 in Scotts Hill Municipal Code.) Minimum Bill Required A minimum bill is required monthly when water is available to a residence or business, the alternative is for the meter to be removed or locked, which will place this service inactive and no monthly bill will be sent. Later, when water is requested at this location a $25 reconnection fee is to be paid by the property owner. Rental Property If a residence or business should be rented or water service used by anyone other than the property owner, there will be a $50 charge to get water turned back on. Payment of Bill Failure to receive bill does not relieve consumer of penalty and payment. If payment is not received by the gross amount due date of the following month's bill, your service will be discontinued without further notice. At which time, full payment plus an applicable reconnection fee will be required. After payment, there may be a delay in restoring service due to availability of staff and utility vehicles. A fee will be charged on all returned checks. Individual Meters (Theft of Service) All users on the Scotts Hill Water System shall have an individual water meter to supply its water and may not obtain water thru any meter that also serves another residence or business. Non-compliance with this regulation requires the Town to remove any water meter 30 days after notification. Cross-Connections Users should not cause a cross connection to be made, or allow one to exist for any purpose whatsoever, unless the construction and operation of same have been approved by the Tennessee Department of Public Health and the operation of such cross connections, auxiliary intake, bypass or interconnection is at all times under the direct supervision of the water operator of the town. If a cross connection is found, the failure to correct conditions threatening the safety of the public water system within a reasonable time, shall be grounds for denial of water service. Installing a back flow preventer, at the expense of the customer, could be required. Approved Septic System Before any new service is to be connected to the system the customer is to have an approved septic system, which is required by Tennessee State Law.
